State Rep. Oelslager, Educator Dunlap Named 2026 Regula Award Winners

ALLIANCE — The University of Mount Union’s Regula Center for Public Service and Civic Engagement is pleased to announce Elayne Dunlap and State Representative Scott Oelslager as the recipients of the Mary Regula Award for Community Service and the Ralph Regula Award for Public Service, respectively.

Dunlap has devoted much of her life to the Alliance community. She is a retired educator at Alliance City Schools and has been a volunteer for numerous organizations for more than 45 years. She has volunteered with local food pantries, museums, library book sale, Firehouse Theater and as a Christian mentor at the Alliance Pregnancy Center. She is an active member of several boards and organizations, and established the Elayne Dunlap Pathfinder Scholarship that is awarded to an Alliance High School minority senior.

Oelslager is serving his fourth term in the Ohio House of Representatives, after serving multiple terms in both the Senate and House previously. He represents the 48th House District, which includes portions of Stark County. In addition to serving as the Chairman of the House Financial Institutions Committee, Oelslager is a member of the House General Government, Judiciary and Medicaid committees. 

The two will be recognized at the Regula Annual Meeting on Wednesday, April 22 at 4 p.m. at Alliance Country Club. The event is free, and learn more at mountunion.edu/regula-center.
